Hanken cels are copyrighted artwork used for
the illustration of a produce (artbook, CD/DVD
cover, poster, laminated card,...)

They don't have to be about an anime : Several
artists use the "cels technic" for their
artwork. For example, Satoshi Urushiara
works nearly only with cels.
