Here is a scan of the cel without the top layer.  
MAN, if only his head was the right color right 
there it'd be totally okay. But, for some reason, 
the animator decided to use some smoke and 
mirrors and just animate part of his hair with 
another layer.  I think I may send the cel to a 
professional to look at, but, the chip is sooooo 
minor, it'd be cinch to just put a small dab of 
paint on the top layer, just to fill in the chip 
so it wont be brown.
