Hi, I know what you're going through -_-!  Have
you tried phoning them?  eBay provides a way for
users to look up information on each other in case
of 'emergency' or problems:

This form will send an e-mail to both you and the
person you're inquiring about with both your
contact information and theirs.  Sometimes a phone
call can stir some action on the delinquent
seller's end ;).  Try this first, then resort to
more extreme measures (contacting police, fraud
filing at the USPS, etc.).  I hope eBay's fraud
department can help you too, but from my past
experiences with them, I doubt it -_-.  They're
quite useless ;_; unfortunately with absolutely NO
power.
