I thought I'd add my two cents in here.
I believe if you're a new customer, Celga asks
that you submit a deposit for half your max bid.
(There has been problems with people winning
auctions and backing out after winning), but if
you do business with them often, they're pretty
understanding about that.
As for the "real working yen" rate, depending on
how you pay, they don't use the same rates all
around. PayPal deducts fees for accepting
payments, banks charge fees for recieving and
sending wires, etc.
I'm more than happy with Celga since I've gotten
some of my nicest cels through them. ^_^
