Admittedly, I'm a big Tenchi fan. I grew up
watching the typical dubbed/edited stuff like
Battle of the Planets, Starblazers, Robotech, and
the Super Robot stuff (Grandizer, Dangard Ace,
etc.). I NEVER would have envisioned myself
liking something akin to a slapstick soap opera.
Most of the time, Tenchi makes you laugh. But
in some rare moments, it brings a tear to your
eye. And every now and then, you want to yell at
the TV. :-)
To give you an idea of the comedy aspect, let me
describe a scene that I think your cel is from.
The overall plot is serious: the gang must
disguise themselves to get through a Jurian
checkpoint on their way to clear their names as
intergalactic criminals. But how they do it....
Your cel shows Ryoko and Tenchi (in drag) as part
of a school group, composed of the other members
of the gang. At one point, their cover is
exposed, and Tenchi, Ryoko, and Mihoshi are
confronted by a cadre of staff-weilding security
guards. A young man who has been hitting on
Tenchi arrives in the nick of time to offer Tenchi
a staff, which he accepts and promptly uses to
beat the tar out of all the security guys (while
still in drag). It's a great action sequence.
Where was the mighty Ryoko during the fight?
Well, Mihoshi freaked-out and clutched onto
Ryoko's side. So the two of them are in the
background, with Ryoko basically punching Mihoshi
in the face in rythm with each word as she says
"LET-ME-GO" (etc.). HILARIOUS!
