I would definitly suggest buying it *if* you like 
the cel. Value wise, yes its rare and yes most 
cels weren't released (I have no idea if they 
were burnt)...but personally I don't really see 
the point of getting a cel just based on 
the "market value" of it (unless you are in it to 
make some $$ and plan on reselling it..which 
isn't quite a popular choice in most collector's 
book), it should really be based on "personal 
value" Did you love the movie? do you want the 
cel? and will you keep the cel? and will you hate 
yourself if you didn't get it? ask yourself that
