Even though the page's character set is 
different, Internet Explorer can force encoding, 
if you have the proper language packs installed.
[View::Encoding::Japanese (Auto-Select)]

...not sure what the mac situation is =/

I usually write in JIS, myself.  But, when doing 
this via email, be sure to set the character set 
encoding in the email before you send it, 
otherwise you have the same problem.
([Format::Encoding] in Outlook Express)
