No It is the same :)

When I used a mojibake application to try a fix your message
It couldn't and gave me a hankaku katakana result.

No matter how you do it the forum is in charset=iso-8859-1 so
_most_ browsers will not encode the japanese part.

BTW: I use a mac ;)
