Yeah it looks like it's from a Warner Brothers 
cartoon. It's a spoof of the old mobster movies. 
That character is a cartoon version of Peter 
Lorre. Warner Brothers frequently did cartoon 
spoofs of movie stars that acted as mobsters such 
as Edward G. Robinson and James Cagney.
