Some sellers state that they will not ship 
internationally in English and have a message at
the bottom in Japanese to the effect of: "if you
live overseas and you can understand Japanese,
I will do business with you."

I have completed numerous transactions with such
sellers.

They do not speak a word of English.  If you do 
not know enough Japanese, they will not deal with 
you.
