I got a couple of my cels from them.
The owner's name is Takahiro Ootani, and he does 
ship to the US. 
(Or at least he did a couple of months ago)
My advice is to write a nice, simple letter 
asking him if he is willing to send cels overseas.
Keep in mind that they use a translation software.
He is very nice, responds and ships fast.

As for being legitimate, I don't exactly 
understand what you mean. 
If you inquire about the authenticity of the 
cels, then they are real production cels for the 
best of my knowledge.
