I assume you're talking about the Rurouni Kenshin 
OAVs, released in the U.S. as "Samurai X" for the 
dub and "Rurouni Kenshin" for the sub.  This is 
slightly confusing, because Sony _also_ made a cut-
up dubbed version of the TV series, which was on TV 
in some countries under the name "Samurai X".  The 
Rurouni Kenshin TV series currently being released 
in the U.S. by Mediablasters is uncut.

There hasn't been a widespread release of cels from 
the OAVs yet, but a few have popped up here and 
there.
