Okay, now I get to show off some of my pointless 
knowledge.

I checked my tape and I was right. . . The cel is 
from Psychic Force. It's one of the nameless 
agents that broke into the Alaskan research 
center to kill Chris Ryan (and in doing so, 
they "created" Sonia). In this frame, he's 
looking at Chris Ryan and doesn't realize that 
Sonia (at this point still just an android being 
controlled by Chris) is coming up behind him. 
Somewhere in the next five frames from this cel, 
he gets fried. ^_^

It's from the first OVA episode, at four minutes 
twenty-three seconds. Let me know if you'd like a 
screen capture. ^_^
