It's sometime done at the studio to cut-out
some defect.

As for how it affect the value... I guess
everybody will feel differant about it.
Would you consider such a cel less valuable
yourself ? If so, I guess it has less value
for you. Doesn't mean it will be the same for
another person -shrug-
