Nope. . . He's one of the contestants in the 
contest to win Genkai's training. (It's in the 
range of episode 12 - I can't remember exactly.) 
He's the one who shrank Kurabara and tried to 
feed Yuusuke to the demon world fish. ^_^ I wish 
I could find that gallery which had the cel in it 
so I could direct people there. . . Anyhow, he 
has red hair with blue markings on his face.
