Sometimes the auction will be marked as not 
shipping internationally, but the seller actually 
doesn't mind doing so. Also, many sellers speak 
some english, or use translation programs. As 
long as you contact the seller prior to bidding 
to ensure that there will be no problems, 
everything should be fine. If you really want a 
cel, it doesn't hurt to ask if it would be 
acceptable for you to bid. The worse thing that 
could happen is that you are ignored or get a 
reply of "no".
