I have little infomation on this news.
ButI read some details from Yahoo JAPAN site and
 news paperD

1DYahoo is planning to take fee on Yahoo auction 
from March.
2. The fee don't based on each trade.
   But based on per person by every mounth.
   I understand it is like a entry fee.
3. Fee is not expensive
4. Every person need to credit card to identfy
they are.
5. Perpose of new system is not making profit
it's prevent bidder from increasing fraud and 
illegal act on net auction.

I belive the people auctoun their cels after this
system.
It is best way to sell cels than others today.
Even pay entry fee.

On Ather auctions in JAPAN :RAKUTEN or ebay JAPAN
is very poor and have few bidder , They cant
anticipate to sell hight price.

But it is true stolen goods and dishonest sellers
will disapper.
