Assuming the fees are per-auction based, this 
seems like a good thing to me.

There's plenty of YJ auctions that keep getting 
resubmitted, month after month.  Why?  Because 
the seller has tagged the item with a 
disproportionately high starting bid, seeking 
that one magical buyer who's willing to spend 
that amount.  Hopefully, with this change, we'll 
see lower starting bids on those items, instead 
of "this is the only cel I'll ever want so I'm 
willing to pay a fortune" prices.
