By looking at the edges of it, it doesn't look
like a hand-painted cel.  It looks more like a
color transparency on top of the laser copy 
background.  And the size is probably small too.

In Japan, some anime items like books or video
games like to give out color transparency as extra
gift.  And I think this is the case here.
