I think it says:

On Nov 3, (which has passed -.-;) The 
undermentioned theaters will be selling OMG cels 
between 1500-3000 yen each.  You cannot choose 
what you get and there is a limit of one per 
person.  

If this is the case, that *may* explain the 
explosion of OMG cels that have appeared in the 
past couple of weeks.

Considering the mark up I have seen on YJ - this 
is scary.
