Yes, Ebay does allow sellers to close their auctions early.
But, if even one person bid on the item [and there was no
reserve price], then the seller is obligated to sell the 
item to the high bidder, regardless of whether or not the 
auction ended early... If no one bid on the cel, and then 
it was ended prematurely by the seller, then they can 
sell it to whomever they wish. It may not seem fair to 
some, but according to Ebay's rules, it is permissible.
