I recently dealt with a similar situation, with a buyer
who faked their contact info and their email address -
you can report them to ebay and get them unregistered 
if Ebay's investigation folks find good cause. All it took
was one email to ebay on my part, then I just moved 
on to the next high bidder (who was GREAT :)

3 non-paying bidder reports can also get a person suspended
(I believe, I havent had to file anything like that YET)
