Geez, I must have forgotten how to read properly. For some reason
I thought you were asking for details on the tenchi cel, and I
totally missed the real question regarding Washu. 

I haven't a clue on the Washu Cel, but I don't recall seeing
a scene that may have it in the OAV's. And since I totally 
showed my ass on the previous question I'll defer to others 
who are more knowledgeable.
