I think what you meant are people who sell douga and cels separately. ^_^
Gengas are usually sold in sets of genga and are seldom associated 
with the cels they are made from. Dougas are the pencil sketches which 
are usually sold with cels.
Just to clarify so there might be a little less ill-feeling about. ^_^
