No, your cel is a character sample. It's not used to
make a produce : it's used to show how a character
should be draw/painted. It's used "internaly" by the
studio as part of the anime's production process.
You normaly won't see a character sample on a produce.
(except perhaps in an artbook on the anime)

A hanken is a cel that was specialy ordered by a
company (it may be the studio itself) to make a
produce. It's the end-result in itself.
