Just to let you know that cel restoration is not cheap.
So my advice would be to leave it alone, unless...
 
1) The cel is valuable/desirable on the market.

2) You have sentimental attachment to the cel and don't mind
maybe spending a bit to restore it, when chances are you may
not get your restoration costs out of the cel when and if you decide to sell it.

I'm not trying to shoot you down, just letting you know that
the restoration option may not be cheap, depending on the
damage.
