That price seems far too much to me. I paid about $65 for
a really nice framing job on a Laputa cel which included
UV glass and acid free matting, etc. 

Shop around...but also ask the mom-and-pop stores if they've
ever framed animation cels before. That way you can discover
if they know what they are doing.
