I would suggest posting the cel here and ask if 
anyone has the background that goes with it.  
Then offer to pay them to make a color copy of it 
at Kinkos.  Even though the chances are slim that 
someone has the cel with the background, if it's 
a popular show in the US, like Sailormoon, you 
might get lucky.
