I lived in Cypress Hills Brooklyn a few years ago, 
I can tell you that I received partially 
destroyed/burned mail before.   The area Flatbush 
Ave/ Williamsburg in Brooklyn is the worst, Trust 
me you wouldn't want to be there after dark!
