I think that's quite normal for cels. The black lines
are usually transferred onto the back of the cel by machine,
and then the color lines are traced on the top of the cel by
hand. The color lines are traced on top so that:
The people inking the drawing do not scratch off
any of the black "copier" lines.
When tracing lines onto a cel from a drawing
located underneath it, it is easiest to trace
on the top.
Once the color lines are drawn on, they can paint the cel
from the back. Sometimes towards the edges, the copier
lines fade off, so they use a black ink pen to go over those
parts. Or, as Yann mentioned, they often make errors, and
simply paint on the top of the cel to correct painting errors
that were done from the backside.
