To my knowledge, Swiss and Europeen int postal money
order work that way : Either it's the post office
that give you the money (you don't have to cash anything),
or the US post office issue a bank check from a US
bank and they give it to you.

At least in Switzerland, there isn't anything similar
to the US money order for Japan, where the buyer as to
send it himself by postoffice. Europa is like Switzerland
but I know that Singapore is not part of that agreement.
(So I can't send a money order to Singapore at all).
