One thing to keep in mind about colors is that there are always two of them.
For every flesh color used there is a 'shadow' flesh. For every yellow, a shaded yellow. 
The different colors are what give the sense of volume and fill out the animation.
If you're asking this question to see what colors you need for making cels of your own, 
you're going to be a lot better off mixing the specific colors yourself from the basics than 
in investing in too many different colors. If you're painting cels for actual animation, you don't want 
to have to mix all the colors specially since color matching is probably THE most important 
aspect of cel painting.
