Oops...

I've solved the problem of the roving cels in my books a long time ago.

This is how I do it:

I use those 11"x14" cel books that I sell for my cels.
Instead of cel bags, I use scrap book page sleeves.  These are
plastic sheets that are open on two sides and closed on two sides
and fit over scrapbook pages.  They are 12"x12", so I cut a little 
off one side.  These make great cel bags, as the static cling keeps
my cels in the exact spot that I put them in my books and I can 
even put a coloured piece of accent paper behind it.
