Actually, I usually send an e-mail to the person and tell them 
that if they don't respond by a certain day (usually within a 
week - don't say "by tomorrow," unless you want to be really rude :) 
as to what is going on, you will have no choice but to make 
the cel available to other people. I like that approach because 
I feel like I've given them a last shot and not just jerked it 
out from under them. :)
