very hard to find them nowaday. They were some available
several years ago, but they are all sold out by now.

have a few movie cels left. Go look at the Internet

If you are looking for the Street Fighter V cel, some
dealers like Nichibei ans Asylum should still have them.
Anyway, you definitely have more chances finding a good
Chun Li cel from the Street Fighter V series than the movie.
