I've noticed this too on a lot of my kuririn cels--those lines 
outlining the face stay black, but lines actually ON the face
tend to fade really fast.  lines in darker paint areas fade
much less (in my experience) than in lighter places.  so a line
on a belt or a boot would fade much less than a line in someone's
blond hair.
i think it has something to do with the reactivity of the pigments
in the paints, but i don't really know for certain.

if you keep a cel in the dark, will it fade anyway?  i hope not...^^;;
