Hi:
I don't think this is a repro...and I have seen some cels with registration holes like that....The 1st time I saw it was my own Sailor Saturn cel when I got it directly from an extremely reliable dealer who got it from the studio. While wondering why the holes are like that...then it hit me....it only look strange if you see that as a whole cel...Imagine it is originally a pan cel (over-sized cel), then the studio for whatever reason cut it in half.
And you got the left size of the half...I bet you if you try to match it with the anime, there is another character on the right side...And from the way the anime is filmed you can also tell if the cel was originally a pan cel as well. 
But however all the other cels like that I've seen only have sequence number if the cel is from the right half and no numbering if its from the left half....which seems right.
But your cel is the left half and yet it has numbering..I think your cel's numbering maybe originally wasn't there but was put in later on trying to show it has a number like on the right side (so that way cel collector at least knows what # sequence it is from at least)...
