I agree with Aion. Probably not a repro. because it wouldn't
make sense financially. 

By notches, you mean "registration holes" or whatever those
things are at the tops of anime cels? (forgive my looseness
of terms). I would assume that it was just a mistake on
somebody's part and I wouldn't be worried about it.
