I realize most of the stuff about copy backgrounds has been
answered, I feel I should also warn you about non-matching
painted backgrounds.  I feel that non-matching painted
backgrounds should not increase the cost or value of a cel.
However, many dealers and collectors cannot tell the
difference because they may not know where in the show it
appears or have the anime on hand or even have seen the show!
It's usually a good idea to know your anime well and be able
to tell if the background is matching or not.  Also, some
series have a lot of mismatched production or painted 
non-producting backgrounds.  The Violinist of Hameln has many
of both.  Sailormoon has many mismatched backgrounds where
the the background, though somewhat detailed and in the 
style of the series, it does not go with the cel.  I'm
particularly annoyed by the Violinist of Hameln ones because
I like to collect that series.  It's a shame to pay a lot for
a cel for a non-matching background.  Like I said early, if
you can, make sure the background is matching if you can and
know your anime well.
