 They did use a few cels early on with the
first release(not PSX), however there is more than one
Lunar game(SSS, Blue, etc)  TOD was done with cels 
(all cut scenes, intro, etc) I've seen about five of them
on my trips to Japan, but Tales of Phantasia I don't know much about. Crono Cross cut scenes were 
done completely with computer methods.
