You're right!
Lunar only used cels for their poster/cover illustrations.
All in-game anime was CG. Same with Tales of Phantasia for the PS(probably Destiny too.)
Chrono Cross actually used cels. For a while, if you bought the game, you'd get a few cels with it. Same with Chrono Trigger.
