Hi Ash,

That cel looked like a Sunrise cel and so I got my Sunrise book
out and it looks like it is the main character from AArmored Trooper
Votoms.  Not from the Tv series of 83, but from the OVA
of 94.  There's a picture of him and his hair in the lighting
takes on the purplish color and his eyes the yellow color, instead
of the blue color.  Maybe that will help someone else ID it better
for you.

Also thanks for putting your opening cel of Karl from Cyber Formula
up.  That is such a great cel.
