I guess this is post has a bit of everything :)!

I asked this last year but no one knew who this character 
was, so I am asking again hoping someone might have spotted
this character in an anime somewhere since then .... 
the background matches according to the numbers :)

Also, over a half dozen new cels on auction (adding to the
nine already going!) Cheap cels plus rare folks like Xel 
of slayers, etc.

AND, the gallery has gone into 'low tech' land, with 
several new cels and series added :)
