This is Sakura from Sakura Taisen OVA episode #1 or 2, her hair is shorter in Episode 1 & 2.
very very high end stuff, especially a cel of Sakura in this particular Kinomo, definitely a very very expensive cel.
I have only one word for this cel "WOW!"
