It's quite subjective, honestly. I've seen prices vary tremendously for similar cels within the same series. I think a lot of it boils down to the preferences of the seller (once you get past quality). Parralax (sp??) is selling nice cels for VERY reasonable prices. If you were to find the same cel on some dealers page, it could be a high multiple of his price. A lot has do to with how much one values the cel, how much they think they can get for it, rarity, and (honestly) how greedy they may be. The same goes for buyers. I rate a cel's worth to me by the picture, and how much I like said picture. I don't think "Oh it's off center, it's worth less" or anything like that. A lot boils down to what you want the cel for. If you wan to COLLECT them, then you are going to be interested in rarity, field size, centering, and all those qualities. If you just want to OWN them and display them, then the cel's value is all dependant on how much you like the picture and if it meets certain minimum quality standards.
