Chroma cels are basically printed copies of original cels.
Some, like the Disney and Warner Bros. ones are high-quality 
and are in limited number and sell for 100's of dollars.
Some I've seen are very cheep copies and are not worth the
$20+ that poeple charge for them.  
However, I cassify any printed reproductions
as the same as posters that are printed on plastic. 
So it all depends what you prefer and how you feel about it.  
I collect the real thing; hand painted cels that were used
in the actual production of the anime. To me, there's a 
kind of satesfaction in holding in my hands the actual cel 
or frame that was used and to point to the TV and say: 
"That's mine!!!"... 
It's like owning a part of history and that's something to 
really get excited about!!!  :) :) :)
