> By the way, does anyone know how quickly certain studios release cels?

  Different animes are treated differently by studios.
#1: For some animes like the long TV series, the studios 
often like to keep them for years until the series ended.
Because they may re-use some old cels and backgrounds
for later episodes.  #2: many studios like to
keep the cels for months and years, then they only give them 
out at certain anime events.  #3: a few studios used to have
cel events that selling cels to the public directly.
#4: certain studios prefer destroying the cels 
rather than giving out or selling them.
That's one of the reasons why cels from certain series are
so hard to find.  Lastly, the studios often get requests 
from sponsors and the big guys not to let their cels going
out to the public.  So what will happen to these cels...
they may end up locking in the warehouse for years or
ending up in the third case that I mentioned above.  There
are also some other factors too, but I am tired to type
all of them here :)
