Sailor Moon cels in Japan are becoming expensive as they have
become a high demand item there too, so dealers have to pay 
more for them even there and thus passing those prices on to 
the collector elsewhere. 
I doubt that Anime-cel is intentionally marking the cels up
to capitalize on the recent boom of Sailor Moon activaty; it's
happening on a higher level and they too have to pay the prices.
