sometimes the key cels are not more expensive...

It just means that the in the original rough animation, that
particular drawing number was done by the key animator. So
for example, A1, A3 and A6end (this is ust an example) could
have been the three drawings the key animator did. They pass
the drawings to the assistant and they clean up the drawings,
and fill in the rest of the sequence (so A2, A4 and A5). 

It is only the difference between who did which drawing, 
although in some cases the key number is of higher quality 
because the character looks nicer (this is not always the 
case, sometimes people think the in-between looks nicer)
