    I agree, the Itoya portfolios are nicer... although I can't 
find them in a suitable size that's smaller than the 11"x14".  
The only sizes I know of are:

Itoya:
8.5" x 11"   (too small for cels)
9"   x 12"   (too small for cels)
11"  x 14"   (okay for cels)

The 11" x 14" is perfect for cels with a typical sized 
background.  However, my regular cels tend to slide around 
a bit in that size book.  (Well, it's not a major problem, 
it's just something that happens occasionally.)  Many cels 
(and background drawings) measure 9.5" high, which keeps 
them from fitting in the first two size books.  So the only 
choice is the large 11" x 14" cel book.  

However, Kokuyo's clear file is 10" x 11", which allows cels 
to fit quite nicely.  You might stick a thin acid-free board 
(not matboard-- there's thinner stuff available) behind each 
cel so the pages have more support.  If a similarly sized Itoya 
cel book were available, I'd gladly use it instead.  A lot of 
cel dealers seem to be selling the Japanese type... so if you 
were already planning on getting those, you might try getting 
it yourself if you have a local Kinokuniya Stationery and Gifts 
store and save a little bit of money.  

Personally, I store all of my pencil drawings in one of the Kokuyo 
clear files, a few cels in another Kokuyo clear file, a few cels 
in an Itoya 11" x 14" porfolio, and the rest in hanging file 
folders (with a piece of thin museum board to keep them straight.
